Der Band vereinigt die Beiträge von Autoren der Konflikt- und Osteuropaforschung aus Deutschland, Kanada und den Vereinigten Staaten. Die komplexen Herausforderungen ethnischer Konflikte werden anhand der Untersuchung konkreter Einzelaspekte, zum Teil als Fallstudien offengelegt. Während sich der erste Hauptteil vor allem mit den Wurzeln und Konsequenzen ethnischer Konflikte beschäftigt, steht im zweiten Hauptteil die Reaktion der internationalen Gemeinschaft auf die Ereignisse in Südosteuropa im Mittelpunkt.
