Der Band ist aus den Beiträgen einer Konferenz gleichen Titels entstanden, die im Kibbutz Kiryat Anavim im Januar 2000 in Israel stattfand. Sie ist Teil eines von der Bertelsmann Stiftung (Gütersloh), des Centre for Applied Policy Research (München) und des Helmut Kohl Instituts für Europäische Studien an der Hebräischen Universität (Jerusalem) realisierten Projektes. Die Aufsätze beschäftigen sich mit dem gesellschaftlichen Wandel, der in Europa durch die EU-Osterweiterung bzw. im Falle Israels durch Migration vor allem aus den Staaten Osteuropas ausgelöst wurde und mit den daraus resultierenden Herausforderungen bezüglich der Integration und des Identitätswechsels. Der Schwerpunkt liegt demnach auf den osteuropäischen Staaten.
